i have a question about head bolts out of the 18 bolts perside which ones are for the water jackets and are they the long or short bolts

Gabe...you can tell by looking at the head bolt bosses. Some are taller than others and take the longer bolts. Those are generally towards the top of the head. I would consider them all water jackets bolts and a good bolt sealer is a MUST!!
