The black hose going from the back of the middle carb forward to the rhs of front carb, PCV valve is screwed into the manifold

Two types of vacuum. Open end like what you have on the PCV valve and closed end like on the distributor advance or power brakes. They can't mix. Tapping into the hose you have shown would not work for power brakes or advance.

doesn't your block have a road draft tube. if so can't you use the draft tube for the pcv and the other for brakes? i am not a mechanic
or claim to be one. jim

Use the road draft tube hole with a big block Chevy valve cover pcv grommet and pull vacuum off the rear carb manifold vacuum port, that's the big threaded hole in the throttle flange.

On your picture, where is the vacuum tube from the middle carb going to? Did you drill a hole into the lifter galley? Should still use a PCV valve in line to keep the flow correct.
