Do I have to run the outer wire on the starter solenoid in my 63 with a 283 but the car has the points distributor and a ballist resistor on the fire wall but my starter is a newer unit and doesn't have the post on it or should I buy a correct starter?

You can use the starter wire terminal for that wire IF you put a diode in that second wire to prevent the current from back feeding when the switch is in the run position. You do need that circuit activated when cranking, especially when the engine is cold.
