The ballast resistor was replaced by a resistor wire that was silver in color with white woven insulation, probably a heat resistant insulation. This came out of the firewall plug under the hood and ended at the U shaped terminal on the coil.Any doubt what you have there, disconnect the wire from the coil and turn the key on. Measure the voltage at the coil terminal. It should be between 9.5 to 10.5 volts. This was to cut down on the voltage handled by the points so they could last longer. The other wire on the U terminal is a conventional wire that goes down to the R terminal on the solenoid. That wire feeds the coil direct battery voltage only during the time the starter is activated so the engine will start easier while the system is under the load of the starter. Hard starting could be because this wire was either left off or not connected. Yes, an HEI is a great thing to replace points with,much higher secondary voltage, longer plug life, quicker starts especially when cold, but run at least a 12 gauge wire from the ignition switch RUN position directly to the terminal on the HEI coil. Also, if the HEI has an early black Delco module, get rid of it. It gets confused at higher RPM's, like 5000 or so. There are many good quality aftermarket performance modules available for it.
