Another cover question

Is there anything inside the firewall/steering column cover? I.e. packing or jute or what ever. A gasket maybe...

Boy what a pain in the ass to install. The good news is the part (rubber incapsulated steel) is quite nice bad news long drawn out installation. Oh well since the cam isn’t here yet I have plenty of time to piddle.
