Arm restraints... aren't those the things that you wear when operating a powerful press, so you don't get your hands mangled? Why would they use them in a race car? To keep your hands inside in the event of a rollover? How did they eventually stop the car?

Yes, arm restraints are used to keep your arms inside the car. Usually they are only used in open cockpit type cars like an altered or sprint car but some people do use them in door cars.
We used them in our rear engine dragster. All controls were within reach including the para-shoot lever.......:good
With restraints attached as per specs your arms would not leave the cockpit.........:pray
During spot checks in the staging lanes an official would attempt to shake your hand from a distance,
if you were able to reach his hand.....:confused..... you were dutifully instructed about proper safety.......:clap

What prevented him from shifting to neutral or depressing the clutch pedal to let the engine blow?
If the problem was a broken motor mount and the engine was twisted he may have been unable to shift into neutral.....:wtf
Many blower cars (I don't think this is one) have a fuel shutoff because just killing the ignition may not kill the motor
due to extreme high temps in the cylinders dieseling the motor on........:confused

Here's one you have to shake the mold off + plus you might need to use the mute button to nix the music. It has no sound but it a reminder of what it used to be like in those days providing you're old enough you might have to shake the mold off yourself from time to time.:D

If it was a blower car, it's possible the seals went out and the motor ran wild. Don't know if they run a flap to shut the air intake off or not....like on a Detroit. Really dangerous being a spectator. Lucky no one was killed.
