What he is talking about are receivers that anyone can buy that are 80% complete and do not have or require a serial number. The ATF regs are that once a receiver goes past 80% completion it becomes a firearm receiver and at that point requires a serial # and can only be transferred thru an FFL. These 80% receivers still require a fair amount of technical machining to complete but can be bought by anyone. Although they are available to anyone there are still ATF guidelines that one is required to follow for their completion, but that is on the honor system and don't get caught cheating as they will make your life living HELL!
