Rear inner wheel housing finish

Would there be a sprayed in sound deadener - rust prohibitor in the rear wheel wells of my 61 Impala when it came from the factory? If there was, for a "correct" restoration should it go in before the body color, black, goes on the bottom of the car or after?

The rear inner wheel wells were painted body color then a pretty heavy undercoating was sprayed over the seam in the center of the wheel well. The remainder of the wheel well got a light coating of undercoating.
The front wheel wells were undercoated.

Thanks Tommy, the 61 bubble is getting ready to go on the rotisserie and I am trying to gather info. The devil is in the details and I don't think this car will ever see this stage again. I appreciate the input
