I have never done it myself but there was a tech article on one of the truck forums. The guy was restoring an old truck and putting rivets back into the frame where a cross member was removed. In the process replacing the cut cross member he made his own rivets. He made a tool to hold the hot river out of a pair of cheap vice grips. On the round head side he made sort of a spoon. On the peen side he made a fork for rigidity. He said he heated the rivet to red hot, pulled it out of the fire, set, clamped and peened. He mentioned there was a 3 second window for him to perform the whole operation before the rivet cooled.
