I believe the bent over part goes to the top.
Right, but from the outside or inside? Was thinking inside.....
Outside. The felt washers on the inside.
I stand corrected.
Looking at the picture, I believe you were correct the first time James. The tabbed "washer" looks to be on the outside, under the nut.
I was referring to the bent over tang, it goes to the bottom.
