Paul pretty covered it all except EZW is tinted windshield only on Van Nuys car in 62 and 16 at the start of the ACC line is the broadcast date (day of month) when the car was broadcast for assembly. It doesn't always appear to line up with the date code (Month/Week) because unlike most other Fisher plants, Van Nuys only changed their date codes on Wednesdays. In July 62, the first day of the date code 7A was Wednesday July 4th (Independence Day), the date code changed to 7B on Wednesday July 11th. July 16th was a Monday and still in the 7B date code range. The date code 7C started on July 18th and so on. In my database I've recorded the date codes and broadcast dates of 450 cowl tags from Van Nuys in 62 and this is how I've figured out the pattern. It took about 10 years to figure out with 99.9% certainty.
The VIN is original and unmolested and the sequence number 230539 means it was the 130,539th car built at Van Nuys in the 62 model year (numbers start at 100001) which is right in the middle of VINs for mid July 62 production.
