Bumper filler panel replacement

I am trying to replace my bumper filler plates on my Bel Air, and I am cant figure out how to they come apart from the bumper. Also is this something I can do while the bumpers are on the car?

Most front aluminum valance panels (where the license plate mounts) are bolted to front bumper on the sides -I have done 61-64s so I am not sure about 1958 mounting.

58 valance panels use a special tool for the retaining screws. Kind of looks like a figure "8". NAPA had them way back when I got mine.

The valance panel bolts to the bumper. The bumper mounts to the car. This link should give you a better idea how they all go together.

If your trying to free up what you have. I say remove the the bumper, disassemble the bumper sections and soak those valance nuts.
Those babies have been on there for for some 65 years most likely.
