Do not know why they don't do that Ron. I do know when making cement they burn(get rid of)some nasty chemicals and get paid to do it. At least they did 25 years ago when I toured a cement plant. They had some sophisticated system to capture the exhaust gasses to make that possible. The kilns get really hot and have steel balls or rods in them to break down the limestone.
