Is that undercoating?

Yup.. that is a fibrous undercoating... Not certain if it has any asbestos in it or not, however, it doesn't matter, if you use my method of cleaning them. Take them off, and soak them in a pan of diesel fuel for a week or so.. Then using a parts washer brush (the round stiff one), scrub them until all the undercoating comes off. Once you have them clean, wash with dishwashing liquid (preferably Dawn) to get all the oil off of them. Then dry with old shop towels, or any rag that you don't care about. When totally dry, put them into your sand blast cabinet, and blast them, preferably with glass beads, not anything too aggressive. Prime and paint. Serve at room temperature on a bed of Kale. :D

I have a nice rust free drivers side for a 61 None of the Weld nuts are stripped, none with broken bolts, none missing. The fender it came off of was super clean and had been in temperature and humidity controlled dry storage for 30yrs. Usually called C-bucket or headlight bucket. $100 plus shipping.

They are reproduced, but I wouldn’t trust the fit. eBay has a few from time time to time. I call them headlight filler panels. They were very susceptible to rust in the ‘61s. The pocket that formed between them and the outer fender eyebrow collected moisture and muck, thus is why you’ll see most ‘61’s having eyebrow rust.
