Julien Dated block?

When did Chevrolet start using the Julien date system? I was wondereing if the 129 cast into the back of this block would be a Julien date or is it something else?

I would say it has to be a julian date. It wouldn't make any sense otherwise. The only other interpretation would be I-2-9 and I don't think they were casting 068 blocks in 59.
