As the ring gets closer to the top the gap needs to inclease. Just as NOS engines use larger ring gaps. That's not to say the second ring can't be gapped larger than the first. They both need to be opened up. No set rule on ring gaps except to gap them for the use they will get. I would go by the ring manufacturer's instructions.

I don't know if it still holds true but the machine shop I go to tried
them when they first came out . He said that the ring lands stretched out
and gave the rings to much clearance up & down. Don't know if they fixed that. :dunno
