Liberalism. And of course Political correctness. Seems like it started a few decades ago, but it actually has been around a lot longer. Supposedly it's to tell innocent civilians to clear the area. I guess the bad guys are not supposed to listen and leave also. But they do 
The comments are always were are degrading their ability to fight etc. But at some point, you need to kill them also or they just get more infrastructure, weapons, and ammunitions. They always told me in the Army if I wound 1 soldier it would take 2 to carry them off so I actually took 3 off the battle field. I always had the theory that I would kill them all and not worry about the other 2 from coming back at some point therefore degrading the enemy's ability to make war.
