I think I may have found the answer to my own question. I finally found a photo of a fuse panel on line that was clearer than anything previously. It appears that there is a mounting hole laying behind the top fuse. Up at the top and behind the fuse I just could not see it. I will tackle again...

I prefer to use my fingers to pop them off but when / if that fails I use a cotter key removal tool and red rags for padding the painted wheel. Most of the time my fingers work but it is getting harder as time marches on

58, It is a pretty faithful recreation but it is not an original numbers matching correct car. The 3000 plus RPM at Highway speeds is driving me nuts as well as gas consumption in the range of 10/11 mpg.
