I love the radio delete plate! My old 6cyl 63 Impala hdtp has one in it. Had to have been the cheapest 63 Impala you could buy with no options. Was heat optional in 63'? Mine has the heater in it.

Yes,The heater was a federally mandated option starting in 68 if I remember correctly.

The Deluxe Heater/Defroster became standard equipment the 1962 model year. The heater/defroster could be deleted as an option. The heater/defroster delete option for the 1963 Chevy was RPO C48.
